Advancing Community Association Manager Education

The Foundation for Community Association Research supports the professional growth of community association managers through a dedicated endowment established by the founders of the Roy Hailey Memorial Education Scholarship Endowment, Pam Bailey, AMS, PCAM, and Marc Markel, Esq., Fellow, CCAL. This endowment expands access to CAI’s Professional Management Development Program (PMDP), strengthening the educational pipeline for current and future industry leaders.

A Legacy of Education and Professionalism

The Roy Hailey Memorial Education Foundation was originally founded as a Texas nonprofit corporation to honor the memory of Roy Hailey, a trailblazer in the legal and community association industries. Since its inception in 2015, the Foundation has provided scholarships to community association managers and volunteers, fostering professionalism and excellence in community associations across Texas.

Through this endowment, the legacy of Roy Hailey will continue to inspire and support those striving to advance their education through Community Associations Institute’s Professional Management Development Program.

The Purpose of the Endowment

The endowment provides scholarships for community association managers seeking to earn professional credentials through CAI’s Professional Management Development Program courses, including support for self-paced online and live virtual learning opportunities. The scholarship is intended for managers pursuing initial credentials—CMCA, AMS, LSM, and PCAM—and is not intended for redesignation or maintenance of existing credentials.

By supporting credential attainment, the endowment helps ensure that financial barriers do not prevent qualified managers from progressing along CAI’s credentialing pathway and achieving the Certified Manager of Community Associations (CMCA), Association Management Specialist (AMS), Large-Scale Manager (LSM), or the prestigious Professional Community Association Manager (PCAM) designation—the highest credential awarded by CAI.

Scholarship Eligibility for Community Managers

Scholarship applicants must meet the following criteria:

  • Be a CAI Manager Member.
  • Have at least two years of experience in the community association industry.
  • Successfully complete the M-100 course.
  • Demonstrate financial need by providing proof of limited or no employer tuition reimbursement.

Applications are accepted year-round!  Each scholarship covers the full tuition for one course (a $579 value).

Review Cycles & Deadlines

  • Spring Cycle: Apply by March 31 – notifications sent by April 30
    Covers applications received December–March
  • Summer Cycle: Apply by July 31 – notifications sent by August 31
    Covers applications received April–July
  • Fall Cycle: Apply by November 30 – notifications sent by December 31
    Covers applications received August–November
